Monitoring & Compliance

NFRA provides essential monitoring and compliance support services to its clients, including government institutions, humanitarian agencies, and private sector partners. These services are vital for ensuring transparency, accountability, operational efficiency, and adherence to national and international standards throughout the food supply chain.

By offering strong monitoring and compliance mechanisms, NFRA supports clients in maintaining the integrity of food storage and distribution processes, ensuring that food reaches intended beneficiaries in the right condition, quantity, and time. This role is particularly important in contexts involving emergency food relief, school feeding programs, regional food trade, and public procurement.

 

2. Monitoring Functions Provided by NFRA

a) Stock Monitoring

NFRA routinely tracks the volume, condition, and location of food commodities stored in its facilities. This involves:

  • Regular physical stock counts and digital inventory updates
  • Monitoring of grain quality parameters such as moisture content, pest infestation, and shelf life
  • Use of Digital Food Commodity Tracking Systems (DFCTS) for real-time data access and transparency

b) Distribution and Movement Monitoring

NFRA monitors all food releases to ensure:

  • Timely and efficient transportation to the intended locations
  • Verification of delivery quantities and receipt acknowledgments by clients
  • Prevention of diversion, delays, or leakage of stock during transit

c) Post-distribution Follow-Up

After releasing grains, NFRA conducts follow-up assessments to verify that the food is:

  • Utilized for the approved purpose (e.g., relief distribution, school meals)
  • Properly managed at the final delivery points by the recipients
  • NFRA may also collect feedback for continuous service improvement

d) Market Surveillance

NFRA observes grain market trends and price movements, providing clients with:

  • Up-to-date market intelligence
  • Early warning indicators for price volatility
  • Guidance for policy and decision-making on food releases or procurement

a) Quality Assurance and Standards Compliance

NFRA ensures that all grains meet:

  • Tanzania Bureau of Standards (TBS) and Codex Alimentarius food safety benchmarks
  • Internal grain quality standards before release or purchase
  • NFRA conducts laboratory testing, quality grading, and visual inspection at intake and before distribution

b) Contract Compliance Monitoring

NFRA monitors:

  • Supplier and transporter adherence to contractual obligations, including delivery schedules, quantity, packaging, and price
  • Buyer compliance with agreed terms, including proper use of subsidized or emergency grain

c) Regulatory Compliance Audits

NFRA supports clients by ensuring activities comply with:

  • National procurement laws
  • Public finance and auditing regulations
  • Environmental, health, and safety standards during storage and handling

d) Risk and Safety Monitoring

To safeguard food stocks and infrastructure, NFRA regularly inspects:

  • Storage conditions (temperature, pest control, structural integrity)
  • Staff adherence to safety and hygiene protocols
  • Fire safety equipment and emergency preparedness
